City of Philadelphia offers some BIRT tax refunds to beleaguered business owners

They are exploring new ways to help local businesses as they continue to lobby for more relief from the state and federal government. Philly businesses can apply for refunds from @PhilaRevenue now, rather than waiting to submit tax returns by April.
